The Pradeshiya Sabha takes action to remove trees when a tree or any part thereof poses a threat to the safety of a road or a house. For this purpose, an application should be submitted to the Secretary of the Pradeshiya Sabha together with a request in writing addressed to the Chairman of the Pradeshiya Sabha. If the tree or the branch is not removed within 14 days, the Chairman is vested with powers to remove the tree and recover the expenses for same from the owner of the tree

  • If the construction cannot be completed within one year, the period should be extended.
  • If the validity period of the approved plan has exceeded three years, the plan has to be resubmitted together with a fresh application form and a copy of the relevant approved plan.
  • The plan is forwarded to the planning committee after being recommended by the technical officer or the public health inspector.
  • The certificate of conformity is issued upon receiving the approval of the Committee

The Pradeshiya Sabha has deployed a large number of employees and tractors for the proper disposal of garbage collected from the area thus maintaining cleanliness and sanitation of the area.

A Pradeshiya Sabha controls and regulates all construction activities within its area of authority. Accordingly, all persons engaged in construction activities within the administrative limits of the Matara  Pradeshiya Sabha should obtain a permit from the Pradeshiya Sabha.

Steps for the approval of building plans

  • A building application form should be obtained from the pradeshiya sabha office on payment of Rs. 00
  • A plan of the building to be approved together with three photo copies of the original plans and a copy of the relevant deed should be sent together with the perfected application to the building section and a receipt for payment made according to the extent of square feet should be obtained. (Particulars in this respect are given in the application form)
  • Thereafter the relevant site will be examined by the technical officer / public health inspector of the pradeshiya sabha and the file with their recommendation will be submitted to the planning committee for its approval.
  • The approved plan can be obtained upon placing the ‘approved’ seal on the plan (Further details are given in the application form)

For this purpose,

  • The request letter should be forwarded to the Secretary of the Pradeshiya Sabha
  • A letter from the Water Supply and Drainage Board should be submitted.
  • Approval is granted after levying the relevant fee on the recommendation of the technical officer.

This permit is issued to ensure compliance of the factories and businesses with the environmental standards prescribed by the Central Environmental Authority located within the area of administration of a Pradeshiya Sabha. The Minister of Environment, through gazette notification No. 2264/18 dated 27.01.2022 ordered that all factories and businesses in all Pradeshiya Sabha areas should obtain this license.

Procedure for granting Environmental License

  • Prior to obtaining an environmental license, an environmental recommendation should be obtained.
  • The application for obtaining environmental recommendations can be obtained free of charge from the office of the Pradeshiya Sabha.
  • The deed and plan of the land too should be forwarded.
  • The inspection fee to be paid varies depending on the amount of investment made in the industry.
  • After obtaining the examination reports of technical officers, Environmental officer, and public health inspectors of the Pradeshiya Sabha, recommendations will be issued by the Environment & Technical Committee.
  • This recommendation is valid only for a period of one year and upon the receipt of such recommendation; an application can be made for Environmental Protection License.
  • Duly completed application should be submitted together with a copy of the deed of the land, approved survey plans of the land and the building, and the environmental recommendation.
  • Here too, recommendations will be issued through the Environment Committee.
  • This Environmental Protection License is valid only for a period of 03 years. Therefore an application for the renewal of the license. should be duly completed and submitted before the expiry of the three years.
  • Thereafter the Revenue Officer of the Sabha will carry out another examination and a new environmental protection license is issued through the Environment & Technical Committee.

Consequent to a decision on the fee, the relevant service can be obtained.

The Chairman of the Pradeshiya Sabha grants approval after considering written requests made with the approval of the relevant authorities and police and charging the relevant fee.

All land development activities and the blocking out of lands within the administrative area of the Pradeshiya Sabha should first be registered at the Pradeshiya Sabha. This is done with the aim of regulating land development activities in urban areas.

Eligibility

  • Should be an owner of a land located within the area of authority of the Pradeshiya Sabha which is due to be developed or blocked out.
  • The owner should possess a registered deed.

Procedure for approving blocks of land

  • Obtaining a land subdivision application form from the office of the Pradeshiya Sabha upon a payment of Rs. 200
  • Plan of the land to be approved together with three photocopies of the original plans and a copy of the relevant deed should be sent together with the duly completed application form to the building section and a receipt for payment made according to the number of blocks of land should be obtained.  (Particulars in this respect are given in the application form)
  • The land is thenn examined by a technical officer of the Pradeshiya Sabha and the relevant files are submitted to the planning committee after which the approval is granted.
  • Thereafter the approved plan can be obtained after it is franked ‘approved’. (Further details are given in the application form)

Another public service extended by the Matara Pradeshiya Sabha is to conduct onsite inquiries on various complaints lodged by the people within the limits of the Matara Pradeshiya Sabha and offer solutions to problems encountered by the public.

Fixing street lamps in roads under the purview of the Pradeshiya Sabha and maintaining them are carried out by the Matara Pradeshiya Sabha. In installing street lamps, written as well as verbal requests made by the public are given due consideration.

All crematoria and cemeteries located within the administrative limits of the Pradeshiya Sabha are maintained by the Pradeshiya Sabha.

  • For obtaining the crematorium service an application should be made to the Secretary of the Pradeshiya Sabha together with a written request accompanied by the death certificate addressed to the Chairman of the Pradeshiya Sabha.
  • After levying the relevant fee, the approval is granted by the Chairman of the PRadeshiya Sabha.

Granting approval for constructing monuments in cemeteries

In order to avail yourself of this service an application with attached copies of the death certificate, the plan of the monument, and a letter confirming that the deceased was a resident of the area of authority of the Pradeshiya Sabha should be submitted to the Secretary of the Pradeshiya Sabha. Approval is granted by the Chairman of the Pradeshiya Sabha on the recommendation of the Public Health Inspector / Technical Officer.
